1) Program Description

Brief Introduction

 

Academic Education Programs sponsored by the Ministry of Commerce of People’s Republic of China is designed to foster high-end business officials and managerial personnel for the recipient countries, offering one-year and two-year master programs as well as three-year doctoral programs for the purpose of educating high-end and inter-disciplinary talent working in the applied fields of government, trade, foreign affairs, agriculture, technology, education, culture and health, building intellectual capacity and facilitating the economic and social development of the recipient countries. These programs provide assistance to governmental officials, research fellows, and senior managerial personnel on their master and doctor education in China, which are fully conducted in English. Admission requirements include a bachelor’s degree, relevant working experiences, and decent physical conditions, essential for the high-compact curriculum needed for the degrees.

 

Starting from 2008, a number of 2,678 students from developing countries have attended these programs, until now, except for those who are in the middle of their studies, 1088 of them have graduated and obtained master degrees. These graduates are now working in their specialties back in home and undertaking an increasingly significant role in the economic development cooperation between China and their home countries.

 

As for the positive effects and good results brought by these programs in strengthening economic ties and friendship between China and the recipient countries, the Ministry of Commerce of People’s Republic of China will continuously intensify its efforts in enlarging the enrollment scale and improving the quality of education. We believe that by attending the programs and achieving the degrees, you will embrace a successful career and brighter future.

 

Prospective Students

 

Our prospective students are mid-to-senior level officials or managers from the government, the media, NGOs, and other public sectors, who have demonstrated superior performance, both academically and in their work.

 

Program Objective

 

To prepare policy makers and practitioners in the field of engineering for developing countries

 

Enrollment Plan:

 

In 2017 we have planned to enroll up to 25 students in our master program with a concentration on industrial engineering. The program duration is 2 years and the instruction language is English.

 

Financial Aid

 

The Chinese Ministry of Commerce will provide "Chinese Government Scholarships" to admitted students from developing countries. These scholarships cover tuition, accommodation, living expenses, a settlement allowance and insurance expenses. The settlement allowance is 3000 RMB/person. Living expense, being 36000RMB/year for the master program, will be deposited to students account by month.

 

2) Introduction to Hunan University

 

 

Brief Introduction

 

Hunan University is situated at the foot of the picturesque Yuelu Mountain and on the west bank of the rippling Xiangjiang River in the historically and culturally renowned City of Changsha, capital of Hunan Province. Hunan University, an extension of one of the four famous Academies of the Song Dynasty, dates back to the period of the founding of Yuelu Academy in 976 AD. It enjoys the title of an "Ancient Millenarian Academy, Famous Centennial University". As one of the key and most comprehensive universities affiliated with the Ministry of Education, it has been included in the state's "Project 211" and "Project 985" for priority investment and construction.

 

It has a staff of over 4,000 with a faculty of more than 1800, of which, over 1,100 are professors and associate professors, 8 are members of the Chinese Academy of Sciences and Chinese Academy of Engineering, 53 are members of the state's Thousand Talents Program, 13 are members of the state’s Ten Thousand Talents

The University also has 3 innovative research groups supported by the Natural Science Foundation of China (NSFC), 8 innovative teams supported by Program for Changjiang Scholars and Innovative Research Team in Universities, and 11 groups supported by the Natural Science Foundation of Hunan Province.

 

Hunan University, since 1998, has started to enroll international students for 17 years. In 2015, Hunan University has 1088 international students from 113 countries.

 

College of Mechanical and Vehicle Engineering

 

College of Mechanical and Vehicle Engineering originates from Mechanical Department in 1908, which is one of the time-renowned colleges in Hunan University. There are 2 doctoral programs which are Mechanical Engineering and Mechanics, and 3 master programs including Mechanical Engineering, Power Machinery and Engineering, and Mechanics. Mechanical Engineering is a national key program. There are multiple national, provincial scientific development institutions including National Engineering Research Center for High Efficiency Grinding and State Key Laboratory of Advanced Design and Manufacturing for Vehicle Body.

 

Campus Life

 

Hunan University is located at the foot of Yuelu Mountain with natural beauty, including two campuses, south campus and north campus. International students live in the International Apartment of Dezhiyuan in Dezhiyuan residential area. The room is equipped with washing room, air-condition, refrigerator, television, network. Public kitchen and laundry are arranged on each floor. Student canteen, supermarkets and banks are distributed in Dezhiyuan residential area.

Discussion

 

Under the guidance of teachers, the whole class or a small group give their opinions and views around one topic and inspired by each other. One question should be raised each month.

  

Field Study

 

During Study, our college will arrange academic activities including academic reports by Local Government officials, industrial managerial personals, industry associations chairman and scholars from universities. Students will also be invited to join internship and investigations in established enterprises of mechanical engineering, track traffic, vehicle manufacturing and special equipments.

 

Thesis

 

Master thesis: After getting full credits required by the university, a student should choose a professor as his/her supervisor, and determine the subject matter for thesis proposal on the basis of a real world problem to be solved in his/her own countries. If the thesis proposal is approved by the supervisor and the college, students are expected to complete their thesis with no less than 20000 words and apply for an oral defense.

1) Qualifications of Application

 

 

Applicants should:

 

a) Be in compliance with the laws and regulations of the People’s Republic of China

 

(PRC) and the university regulations, and respect Chinese customs and habits;

 

b) Be non-Chinese nationality and hold valid foreign passport;

 

c) Hold a Bachelor’s degree;

 

d) Native English speakers, or holders of Bachelor’s degree from institutions where the language of instruction is solely in English, do not need to provide English test scores;

 

e) All applicants should have bachelor degree or above and within 45 years old. Applicants of leading position or experiences of leading position and decision-making will be given favorable considerations.

 

f) Preferred (not limited to) programs are mechanical engineering, industrial engineering, information engineering, electrical engineering, mathematics, physics, management science, economics and accounting.

 

g) Mid-to-senior level officials or managers will be given favorable considerations.

 

h) Be healthy, capable of studying, without diseases classified as “ prohibited entry into China” under Chinese laws and regulations;

 

i) Only applicants recommended by the Economic and Commercial Counsellor’s

 

Office of Chinese Embassy in the country that accords with the candidate’s nationality will be considered.

4. Submission

 

1) Submit all the application materials listed in the above table in both hard copy and scanned copy to the Economic and Commercial Counselor’s Office of Chinese Embassy. Hard copy must include both the original copy and the photocopy, as indicated in the table. For emails and addresses of the Economic and Commercial Counselor’s Offices, please visit http://www.china-aibo.cn.

 

2) Submit a written request to the Economic and Commercial Counselor’s Office of Chinese Embassy for an official recommendation letter and clearly state:

 

a) Whether the applicant is willing to be considered for the master program if the doctoral program is already full;

 

b) Whether the applicant is willing to be considered for a similar program at other universities if the programs at ISSCAD are already full.

 

c) Other special requests if any.

 

Reminders:

 

a) All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required.

 

b) An original copy of degrees, transcripts and language certificates must be presented for on-site verification. After verification, students themselves should send the documents to the university.

 

c) Applicants will get back all the hard-copy materials, both original copies and photocopies from the Economic and Commercial Counselor’s Office. If admitted, they must take the documents to China and submit them to the Hunan University during registration in early September.
