I  Program Description

1. Basic Information

(1) Brief Introduction

The Diploma & Degree Education Aid Program for developing countries, which is conducted by the Ministry of Commerce of the People’s Republic of China, is supported by China’s Foreign Aid Fund and designed for cultivating high-end financial and commercial officials as well as administrative talents in aided countries. In addition, this program is devoted to cultivating high-level, inter-disciplinary and application-oriented talents in politics, commercial trade, diplomacy, agriculture, science, education, literature, health, energy, transportation and public administration and providing intellectual support for the development of economic society in aided countries. It includes the one-year master’s degree program, the two-year master’s degree program and the three-year doctor’s degree program. This program mainly funds the government officials, research staff of academic institution and senior administrative personnel in relevant fields in aided countries to study for master’s degree and doctor’s degree in China in an English education background. Due to short length of schooling, the students are required to have obtained bachelor’s degree in advance and have a certain amount of working experience in corresponding fields for the convenience of a full and timely understanding of the teaching contents. Besides, the students are required to be in relatively good health in order to adapt to highly intense study and obtain the degree in the end.

Since the establishment of this program in 2008, 1,695 students from developing countries have been enrolled and cultivated successively. Apart from the students who are still in schools currently, 835 students have graduated with their master’s degree and returned to their mother countries to be engaged in relevant fields. Highly valued by their government, these students are playing an increasingly important role in the economic and trading cooperation and development between their mother countries and China.

The Program “Master of Public Health 2017” is sponsored by the Ministry of Commerce of the People’s Republic of China and organized by the Southern Medical University. It is an English degree curriculum program lasting two years. In addition, this program is designed for professional personnel who have different backgrounds and expect to improve national public health institutions in public health and medical care systems. Targeted at cultivating high-level application-oriented talents in health administration and disease prevention fields, this program deepens the students’ understanding of Chinese public health development practice through courses and combines multiple teaching modes, such as field inspection and case discussion, to improve the students’ ability to analyze and solve practical problems.

In view of the helpful role of this program in the development of economic trade and promotion of relationship, the Ministry of Commerce of the People’s Republic of China will increase the enrollment size and promote the teaching quality. We believe that you will definitely have a more brilliant future after obtaining your academic degree in this program.

 

(2) Prospective Students

(a) Come from public health departments of developing countries, including administrative personnel and professional public health talents in health administrative departments, hospitals, disease control centers, community health organizations and inspection & quarantine organizations;

(b) Aged 45 or below;

(c) Proficient in English.

 

(3) Program Objective  

Cultivate high level application-oriented talents in health administration and disease prevention fields.

 

(4) Enrollment Plan

Totally 30 students for Master of Public Health (MPH) Program, teaching in English, two-year length of schooling

 

(5) Funding Contents

With the foreign aid fund, this program provides funds for expense relevant to teaching and administration as well as students’ basic living expense. Teaching expense includes tuition, teaching material and textbook expense, investigation and inspection expense, graduate thesis tutoring expense; the basic living expense includes accommodation expense, living expense, one-time settlement expense, comprehensive medical insurance expense. The settlement expense is 3,000 yuan and allocated to the student one-time; the living expense (36,000 yuan per person per year for master graduate and 42,000 yuan per person per year for doctor graduate) is allocated to the student step by step by the program implementation unit. Instead of being allocated to student directly, other expenses will be used under the collective management of the Ministry of Commerce or the university.

 

2. University Introduction

(1) Brief Introduction to Southern Medical University

Located at Guangzhou, China, Southern Medical University enjoys an elegant environment. Its predecessor is First Military Medical University of PLA, which was established in 1951 and recognized as a national key university in 1979. In August 2004, the university was totally handed over to the Guangdong Provincial Government and re-named as Southern Medical University. The university is one of the first universities in China as well as the only one in Guangdong co-established by the national ministry and the provincial government. In addition, it is a key university in Guangdong.

Education Scale: The university has two campus areas so far - the main campus and the Shunde campus. It covers an area of 1.68 million square meters with a building area of 0.845 million square meters. The university admits students from 31 provinces, autonomous regions, municipalities as well as Hong Kong and Macao. Currently, there are 18 schools and 30 undergraduate majors in this university, including 7 national feature majors, 9 provincial feature majors and 6 provincially famous majors. In addition, there are about 20,000 full-time students and over 1,000 foreign students as well as 4,600 graduate students studying in this university. The university ranks the second in the doctor enrollment scale of all Chinese medical universities.

Disciplinary Establishment: The university covers seven major disciplines, including medicine, science, engineering, law, management, and education. Currently, the university opens 10 first-level disciplines with doctor’s degree authorization, 6 centers for post-doctoral studies. The number of first-level disciplines with medical doctor’s degree authorization ranks the first in Guangdong and the second of all Chinese medical universities. Besides, the university possesses 5 state key cultivation disciplines. The Clinical Medicine, Pharmacology & Toxicology, Biology & Biochemistry rank among the top 1% globally in ESI.

Talent Cultivation: The university is one of the 13 universities that have tried the eight-year medical education in China as well as the only one independent medical university that offers the eight-year medical education. In addition, it is also among the first batch of experiment universities of “Outstanding Doctors Cultivation & Education Program” in China. The university has established good cooperation relationships with 51 universities and medical and scientific research institutions in 19 countries and regions. Since its establishment, it has cultivated over 80,000 medical talents for China and the army as well as numerous outstanding exemplary talents, including Academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, National University Student of the Year and China’s Top Ten Figures in the National Legal System.

Faculty and Staff: The university currently has 1,867 full-time teachers, with 445 professors and 598 associate professors, 3 Academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering, 10 foreign talents for the Recruitment Program of Foreign Experts, 3 chief scientists for the 973 Program, 8 scholars for the Cheung Kong Scholar Program, 13 outstanding youths for the Outstanding Youth Program, 10 national-class talents for the New Century Talents Program, 4 outstanding youth for the National Outstanding Youth Program, 2 talent for the Young Talent Program of Central Organization Department, 1 talent for the National Leading Technological Talent Program, 4 talents for the Guangdong Talent Program, 8 talents for the Guangdong Leading Talent Program, 17 distinguished professors for the Guangdong Pearl River Scholar Program, 3 national teaching teams, 524 doctoral tutors and 893 master tutors. Scientific Research: The university is equipped with 1 state key laboratory and 1 national clinical medical research center. Besides, the university is also the demonstration base of national innovation talent cultivation and national international scientific cooperation base. Since 2011, the university has undertaken 2,790 scientific research programs and received funding worth 1.155 billion yuan. The university has been awarded with 17 second or above prizes in national prize for progress in science and technology as the first completion unit and 42 first prizes in provincial or ministerial prize for progress in science and technology as the first completion unit. The university has 5 symbolic research outcomes that have been selected into the national annual top ten scientific and technological news for 7 times successively since 2000.

Medical Strength: The university currently has 11 hospitals which are directly affiliated to it and accommodate over 10,000 hospital beds. In addition, the university possesses 17 state key clinical diplomas, 6 state key traditional Chinese medical administration bureau disciplines, 4 key diplomas, 56 Guangdong key clinical diplomas and 7 Guangdong medical quality control centers. It has established Guangdong Kidney Disease Research Institute and Guangdong Orthopedics Research Institute. Besides, Huiqiao Building of Southern Hospital is the first and largest medical center with foreign relations in China, which was awarded with the honor title of “Exemplary Medical Huiqiao Department” by the Central Military Commission and inscribed by the former President - Mr. Jiang Zemin.

Industrial Development: Since the 1980s, the university has initiated the integration of production, academics and research in Chinese universities. Based on the medical products it autonomously developed, such as Sanjiu Weitai Capsules, Zhengtian Pills, Infinitus Oral Liquid and Uremic Clearance Granules, the university has established multiple internationally famous pharmaceutical enterprises, such as Shenzhen South Pharmaceutical Factory (predecessor of Sanjiu Group), South Lijinji Health Care Product Co., Ltd and Guangzhou Kangchen Pharmaceutical Co., Ltd. In addition, the university has developed many high-end scientific research products, including the first SARS antigen inspection kit in the world, the first X knife made in China, B-ultrasonic cardio-contrast media for new national Class Ⅰ drugs and thalassemia diagnosis kit, and successfully put them into massive production.

Foreign Student Education: Southern Medical University is among the first 30 universities that are qualified for enrolling foreign undergraduates in clinical medical major (English teaching). Since its formal enrollment in September 2005, it has enrolled over 1,600 students for 11 years, who come from 85 countries, including India, Pakistan, Mauritius, Thailand, UK, USA, Canada and South Korea. The university started to enroll foreign students with China Government Scholarship in 2006. In addition, the university is one of China’s Foreign Aid Bases and has trained 2288 medical education and medical health administration officials and technical personnel from 109 countries.

 

 

(2) Introduction to School

The predecessor of the School of Public Health of Southern Medical University is the Department of Tropical Military Health of First Military Medical University. The school establishes Department of Infectious Diseases, Department of Biological Statistics, Department of Career Health and Career Medicine, Department of Environmental Health, Department of Nutrition and Food Health (Department of Children and Adolescent Health), Department of Toxicology, Department of Radioactive Medicine, Department of Health Inspection Quarantine (Health Detection Center), Department of Pathogen Biology, Department of Microorganism, Department of Psychology (Psychological Counseling Center), Teaching Center of Preventive Medical Experiment and P3 Laboratory.

The school has established relatively wide academic relationships with many foreign research institutes, including California University, Virginia Technology University, School of Public Health of State University of New York at Albany, Arizona State University, Cincinnati University, Wright State University, Fox Chase Cancer Center in Philadelphia, Dortmund Analytic Science Research Institute, School of Medicine of Nagoya City University, Queensland Medical Research Institute, Protein Analytic Chemical Laboratory of Calgary University and Evidence-Based Medical Center of Public Health and Basic Medical School of Chinese University of Hong Kong. In addition, the university has undertaken the R01 Program of the National Institute of Health and the Nikolay Filipov Research Program of the Georgia University. Besides, it carries out broad scientific research cooperation with Stanford Institute of Medical Research, Cambridge University, University of Southern California and Academia Sinica.

The school holds Prevention and Control Technology Training Class for Infectious Diseases in Developing Countries once a year to train about 200 medical health officials and technical personnel for over 20 countries, including Pakistan, Iraq, Cambodia, Nepal, Vietnam, Ethiopia, East Timor, Ghana, South Sudan, Kenya, Lesotho, Liberia, Seychelles, Zanzibar, Tanzania, Uganda and Zambia.

In recent years, the school has invested 15 million yuan into establishing Health Detection Center, which obtains national CMA metrological certification, CNAS laboratory certification, food inspection organization qualification certification as well as forensic toxicological and trace evidence judiciary determination qualification certification. In addition, the school can carry out trace element and heavy metal detection, clinical drug experiment, alcoholic and toxicological analysis as well as judiciary determination service for external organizations. The center has become the detection organization designated by relevant food supervision departments and traffic police department; the Class 3 biological safety laboratory (BSL-3) it establishes is equipped with equipment and facilities worth over 10 million yuan and can carry out research of key pathogens and external detection service; the psychological counseling center it establishes provides psychological counseling service for the whole university and Guangdong, which brings good social benefits.

 

(3) Introduction to Students’ Living Environment and Conditions

The university is located in the prosperous southern Chinese city - Guangzhou, which enjoys agreeable climate and diverse culture. The campus is equipped with various public facilities, including the postal office, the cafeteria, the library and the stadium. Besides, the university offers single apartments with independent bathrooms and balconies in the foreign student apartment building for the students of this program. Special classrooms are also established for teaching with brand-new decorations.

1) Core Courses

Primary Chinese】This course targets Chinese language Zero-beginners. In order to help students to get used to living and studying in China, the course includes necessary words and expressions in daily conversation and tips for understanding different customs and culture in China.

Health Statistics and SPSS Software Application】In this course, the students are expected to comprehend the fundamentals of health statistics, master the application of common statistical methods and be familiar with various operations of SPSS. It also aims to enable students to choose the correct statistical method according to different data type, and understand SPSS analysis results correctly, so as to lay a good foundation for independent scientific work and data processing.

Principles and Methods of Epidemiology】The aim of this course is to help students to acquire the basic theory and knowledge of epidemiology as well as the selection and application of epidemiological methods, know about corresponding extended and updated knowledge, and develop epidemiologic study thinking. The abilities to carry out disease and health survey in epidemiologic study method and techniques, and to analyze and interpret the data information of epidemiology and other related disciplines are also required. Laying the foundation for applying the epidemiology theory and methods in the practical work in future is the ultimate goal of this course.

Advances in Tropical Medicine】Tropical diseases are diseases that mainly occur in tropical and subtropical areas. All common tropical diseases in our country and some others only occur in other tropical countries or areas are included in this course study. The primary task for students is to grasp the basic theory, knowledge and skills of tropical medicine through learning and practice, so as to lay the foundation for study on prevention and treatment of tropical diseases.

Health Care Management This is a comprehensive course that introduce related management theory, health policy and management technology. With theories, methods and techniques of modern management science, we study the basic law of health management, and learn how to reasonably collect, distribute and use limited health resources to increase social and economic benefits of health services and further to improve the public health.

Acquisition and Management of Medical Information】This course focuses on cultivating students’ information consciousness and literacy, and making them master the techniques on medical information retrieval and utilization. Through this course, students will know about the basic knowledge of information retrieval and management, and be familiar with the retrieval and utilization of commonly used online medical databases, CD databases, search engines and other online medical information resources. Further more, the students are also expected to have a good command of the methods and skills on integration and utilization of medical information and strengthen their abilities of self-study, research and innovation.

Nutrition and Food Hygiene This course refers to body nutrition and food safety which is closely related to the national health, including basic knowledge of nutriology, nutrition for special populations, public nutrition, food contamination and its prevention, and food safety management, etc. It aims to lay a solid theoretical basis for the related personnel who are engaged in public health.

Health Promotion and Health Education】This is a subjet to introduce the knowledge and skills of diseases prevention and health promotion to the public, to research the modes, methods and efficiency of the dissemination of these information and to enhance people’s active defense against diseases and strengthen the health management by knowledge-faith and behavior improvement.

Occupational Health and safety】Occupational environment is closely related to the health of occupational population. This course explores the harmful factors in working environment, and the prevention and treatment of discomfort or diseases caused by occupational hazards. The contents include the basic conception of occupational disease and occupational safety, laws and regulations on occupational health and safety, occupational health, occupational safety and individual protection, etc. The course aims to lay the foundation for cultivating public heath talents on occupational safety and health service.

 

2) Field Study

These internship trips will provide students with real-world experience of China’s development from different perspectives, and will help students to form their own understanding of China’s state quo. Students can also test the knowledge and skills they have learned in previous courses, then prepare and consolidate their dissertation.

 

3) Course Requirements

The MPH program consists of four semesters of full-time academic work, with a minimum course requirement of 33 credits to complete the degree, including degree courses, 4 credits; core courses, 22 credits; electives, no less than 3 credits; practical training, 4 credits.

(2) Teaching Methods

Course teaching, practice and field research

 

(3) Semesters Arrangement

Course study will be arranged in the first and second semester, and by the end of second semester, students will be required to select a research topic under the guidance of instructor and make a thesis proposal. In the third semester, topic study is combined with selective courses study. Students are expected to complete their thesis and pass oral defense in the fourth semester.

 

(4) Thesis

1) Thesis Requirements

Students are required to make a thesis work plan under the guidance of instructors, which include the detailed arrangements and instructions of research methods, experimental scheme and methods, thesis writing, deadlines and expected results. The thesis proposal is normally to be completed in the second semester. Related requirements and constitutes are as follows:

(a) The reason, purpose and meaning for topic selection;

(b) The main issues to be studied;

(c) The theory, method or tool to be adopted;

(d) A number of domestic and foreign literature related to this thesis;

(e) The formation of initial framework of the paper;

(f) A viable writing plan;

(g) 2000 words report on the topic selection.

2) Defense Requirements

Students must complete all the required courses study (including degree course and non-degree courses) and get through all assessments before the thesis defense application. The preliminary thesis is required to be reviewed by the instructor before submission to the reviewers. The formal defense is only for the eligible applicants. Specific arrangement will be implemented by the School of Public Health of Southern Medical University. Please refer to the Master's degree defense requirements of Southern Medical University if any matters not covered above.

 

(5) Degrees

Students are required to successfully complete 33 credit course work and a master thesis and thesis defense within the required time period. After meeting the above requirements and with the approval of University Degree Committee, the master degree of Public Health will be awarded.

Recommendation from your current organization to the Economic and Commercial Counselor’s Office, Embassy of the People’s Republic of China in your own country is required and gets approval.

Select the program “Chinese Government Scholarship”, fill in all the required information, and an application form will come into being. Official Transcripts

Transcripts must list all courses taken and all scores obtained.

Personal Statement

Personal statement must be written in English. It shall cover such essential elements as applicants academic background, work experience, achievements, and future career plans, including a research plan at Southern Medical University.

Photocopy of a Valid Passport

The passport must be a personal regular passport.

All successful candidates must enter China and register with Southern Medical University using the same passport as used for applying for the program.

English Language Proficiency Test Results

Applicants who are not native English speakers or whose undergraduate education was not conducted in English shall provide TOEFL or IELTS test scores.

Physical Examination Form

The health form shall be issued within one month before the submission of application, showing that the applicant carries no infectious diseases which may have a serious impact on public health or fall into any of the health situations prohibited by China’s Entry-Exit Inspection and Quarantine Laws and Regulations.

(4) Submission

Submit all the application materials listed in the above table in both hard copy and scanned copy to the Economic and Commercial Counsellor’s Office of Chinese Embassy. Hard copy must include both the original copy and the photocopy, as indicated in the table.

Submit a written request to the Economic and Commercial Counsellor’s Office of Chinese Embassy for an official recommendation letter and clearly state:

(a) Whether the applicant is willing to be considered for a similar program at other universities if the programs at MPH are already full.  

(b) Other special requests if any.

 

Reminders:

(a) All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required.

(b) An original copy of degrees, transcripts and language certificates must be presented for on-site verification.

(c) Applicants will get back all the hard copy materials, both original copies and photocopies from the Economic and Commercial Counsellor’s Office. If admitted, they must take the documents to China and submit them to the Institute of the university during registration in early September.  

 

3. Deadline

The application deadline is June 30, 2017.

(2) No explanation will be made regarding admission results.

(3) Chinese government will not take responsibility of any expense incurred by your family or friends.

(4) Other necessary documents and requirements for visa processing will be included in the Admission letters.
