Master program in Information and Communication Engineering

Communication and information system has become a mainstay of information era. As an important component of high technology and the lifeline of national economy, it has entered into every corner of our life. Developed countries including America, Japan and European countries have realized the development in economy and society through research and innovation and application of information and communication technology. The developing countries have been relatively backward in the new tide of informationization, and the gap will be widened if they lose this opportunity to catch up. In this context, it is of great significance for developing countries to improve the level of information and communication engineering.

The master program in Information and Communication Engineering, offered by School of Electronic Information and Communication at Huazhong University of Science and Technology will not only accelerate the process of informationization and serve as a propeller for the informationization and infrastructure of developing countries, but also act as a but also a bridge connecting other countries and China. Academic Education Programs Sponsored by Ministry of Commerce PRC 

Academic Education Programs sponsored by the Ministry of Commerce of Peoples Republic of China is designed to foster high-end business officials and managerial personnel for the recipient countries, offering one-year and two-year master programs as well as three-year doctoral programs for the purpose of educating high-end and inter-disciplinary talent working in the applied fields of government, trade, foreign affairs, agriculture, technology, education, culture and health, building intellectual capacity and facilitating the economic and social development of the recipient countries. These programs provide assistance to governmental officials, research fellows, and senior managerial personnel on their master and doctor education in China, which are fully conducted in English. Admission requirements include a bachelors degree, relevant working experiences, and decent physical conditions, essential for the high-compact curriculum needed for the degrees.

Starting from 2008, a number of 1,695 students from developing countries have attended these programs, until now, except for those who are in the middle of their studies, 835 of them have graduated and obtained master degrees. These graduates are now working in their specialties back in home and undertaking an increasingly significant role in the economic development cooperation between China and their home countries.

As for the positive effects and good results brought by these programs in strengthening economic ties and friendship between China and the recipient countries, the Ministry of Commerce of People’s Republic of China will continuously intensify its efforts in enlarging the enrollment scale and improving the quality of education. I.  University overview

Huazhong University of Science and Technology

Huazhong University of Science and Technology (HUST) is located in Wuhan, the capital city of Hubei Province, on the central banks of the Yangtze River. The university is composed of one main campus situated near the East Lake scenic spot and a satellite medical campus located in the central business district of Hankou on the other side of the Yangtze River.

HUST is a comprehensive and multi-disciplinary research university, covering 12 major disciplines: philosophy, economics, law, education, literature, history, engineering, agriculture, medicine, management and arts, offering a variety of degree programs, including 94 undergraduate programs, 225 master programs, and 184 PhD programs. There are 39 post-doctoral research centers, 7 national key first-level disciplines and 15 national key sub-disciplines.

HUST adheres to the concept of open education, and actively carry out all-round, multi-level international exchanges and cooperation. HUST has established partnerships with more than 100 renowned universities and research institutions in more than 35 countries worldwide. Over 1,600 scholars and experts visit and lecture here annually. In 2016, over 3,700 scholars and students from 140 countries came to study in HUST.

 

School of Electronic Information and Communication

The School of Electronic Information and Communications was founded in 1960. The School now have a total number of 158 faculty and staff members including 122 faculties (23 professors and 64 associate professors).

The School of Electronic Information and Communications is the first one in HUST to launch English-medium programs for international students. This school offers programs for undergraduate and postgraduate students. Currently, more than 160 international students in our undergraduate and graduate programs are studying on campus.

The school of Electronic Information and Communications has offered various international joint undergraduate programs with many distinguished university worldwide, including University of Birmingham United Kingdom, Arizona State University USA and University of Wollongong Australia. The courses are well organized and the course credits are mutually recognized by the cooperative universities on both sides.  

The school has closely cooperated with many enterprises both home and abroad which are a wealth of training resources for the high quality of the project implementation. Our internship bases include renowned companies such as Huawei, ZTE, UT Starcom, Tencent, Microsoft and Fiber Home. 

Accommodations

Three campus apartments with more than 200 single rooms are available for the international students. The university boasts 35 student canteens, including several Muslim canteens. With the implementation of foreign-aid projects during the past years, Huazhong University of Science and Technology has achieved completed teaching and life-service system through integration of social resource, giving favorable support to this foreign-aid postgraduate training program.


II   Program Description

1. Prospective Students:

Our prospective students are mid-to-senior level officials or managers from the government, enterprises and other public sectors, who are working in the field of information and communication, and have demonstrated superior performance, both academically and practically.

2. Program Objective:

To prepare high-caliber and interdisciplinary talents in the field of information and communication.

3. Enrollment Plan:

In 2017 we plan to enroll up to 25 students in our master program.

Our master degree program is a two-year English-medium program. Students enrolled in this program are expected to complete the coursework in the first academic year, and complete research, intership and a thesis in the second academic year.

Requirement for total credits is≥38, with at least 26 courses credits and 12 research credits.

Classes will incorporate a mix of lectures, seminars, case discussions, practice training, and on-spot study.

3. Thesis

By the end of the first academic year a student shall choose a professor as his/her supervisor, and determine the subject matter on the basis of a real world problem to be solved in his/her own countries. In the second academic year, students are expected to complete their theses and each pass an oral defense.

Thesis or dissertation shall be written in English with no less than 20,000 words.

4. Degrees

A master degree will be conferred upon a candidate in the master program after his/her successful completion of required credits and thesis.

 

IV   Profiles of Instructors

Liu Shu

Liu Shu is one of the lecturers in School of Electronic Information and Telecommunication Engineering of Huazhong University of Science and Technology (HUST). He received his PhD in School of Electronics and Information Engineering from HUST in 2009. Until now he has presided over and attended in several programs of National Natural Science Foundation of China (NSFC), such as complexity research on heterogeneous network based on evolutionary game theory. In addition, he has many publications, such as A Novel Approach of Hybrid Genetic Optimization with Elite Ant Colony: Application in the Modulation Recognition published in Wuhan University Journal of Natural Sciences. 2011.

 

Huang Jiaqing

Huang Jiaqing has been working in School of Electronic Information and Telecommunication Engineering since 1997. He received his PhD in Communication and Information System from HUST in 2003. Until now he has presided over several programs of National Natural Science Foundation of China, such as Network Coding Theory and Method of Researchprogram from 2013 to 2016, Cyclic Network Coding and Its Application in P2Pproject from2009 to 2011. He also cooperated with an institution of Hong Kong about Android SDKfrom 2011-2012. His major research areas are Network Communication, Network Coding, P2P and wifi.

 

Ma Li

Ma Li graduated from School of Electronic Information and Telecommunication in HUST in 2010 and received PhD in Communication and Information System. She is an experienced teacher in undergraduate and graduate teaching. From 2008, she has been responsible for teaching international students advanced digital signal processingand data structure and algorithmic analysisin English. Until now, she has attended many programs in wireless communication and network, intelligent network and multimedia network. In October, 2009, as a key member, she attended Ad hoc Reliable Network Routingresearch program (Program No. 2009AA01Z205) which is one of the 863 Programin the 11th Five-Year Plan of China. Her researches focus on Wireless Communication and Multimedia System, Resource Allocation, Routing Algorithm and Cross-layer Control.

 

Chen Jingwen

Chen Jingwen is the Associate Professor of School of Electronic Information and Telecommunication in HUST. He is engaged in the research of data communication network technology, including the areas of network system modeling and service performance analysis, P2P network transmission and application, embedded system and its application. In recent 5 years, the research programs he attended includes Key Technology of Digital Music Service Research and Development of Service Platform(supported by 11th Five-Year Plan of China), Embedded RFID Middleware Research and Development(National 863 Plan Program), the Research and Development of Network Simulation Platform(CNGI sub-project) and so on. In addition, he has published several thesis in high-level journals. He also visited Information and Communication Research Institute of University of Wollongong in Australia as a visiting scholar in 2003 and in 2009.

 

Yu Li

Yu Li is one of the doctoral supervisors in School of Electronic Information and Telecommunication, HUST. She is the advanced scholar of University of Waterloo, Canada, the director of patent pool management committee of China’s AVS working group and the executive committee member of IEEE, Wuhan. She also won a lot of awards, such as Brand Course for Studying in China, Excellent University Key Teacherby the Ministry of Education of China. She achieved honors by taking part in the work of Audio and Video coding Standard, such as Major Technological Invention Award in information industry and the First Prize of Contribution to China’s standard innovation. Her major research areas are video image processing, multimedia communication and mobile internet. She already has more than 100 publications and 10 invention patents in these areas.

 

Yuan Wei

Yuan Wei obtained bachelor degree in Wuhan University in the program of Electronic Engineering in 1999, and obtained PHD in University of Science and Technology of China (USTC) in the program of Electronic Engineering in 2006. He is the associate professor in the School of Electronic Information and Communication of Huazhong University of Science and Technology. His research focuses on Wireless Network, Game Theory, Optimization Theory and application of Machine-learning.

Wang Yuming

Wang Yuming is the associate professor in the School of Electronic Information and Communication of Huazhong University of Science and Technology. He is the Office Director of Network Application and Data Research of Hubei Provincial Key Laboratory, and Vice Director of Data Center of Social Science of Chinese Universities. He has been engaged in research on Internet equipment, network application and Data Bank, Big Data analysis and Digging, Decision-making System, and owns abundant experience in Network Exchange and Protocol, Internet application and data bank.

 

Zhang Chengwei

Zhang Chengwei is the lecturer in the School of Electronic Information and Communication of Huazhong University of Science and Technology. He has rich teaching and practice experience in the field of computer science and software engineering. Since 2009, he has been engaged in teaching courses on computer science. For instance, C Programming Language, Java Programming Language and operation system principle, etc. His research focuses on network measuring, computer network and software definition network and so on.

 

Su Gang

Su Gang is an associate professor in Huazhong University of Science and Technology. He obtained his PHD in Huazhong University of Science and Technology in 1994. He is the associate professor and graduate student tutor in the School of Electronic Information and Communication of Huazhong University of Science and Technology. His researches focus on radio resource management and optimization based on energy efficiency, integration of 5G wireless network and optics network, and Embedded System Design based on Internet of Things and other fields.

V   Financial Aid

The Chinese Ministry of Commerce will provide "Chinese Government Scholarships" to admitted students from developing countries. These scholarships cover tuition, living expenses, insurance and one-time settlement allowance. The living expenses is 36000RMB/year. The project implementer will grant the allowance to the students gradually on a regular due date.  

VI Application

1.  Eligibility:

To be eligible, applicants must:

- be a citizen of a country other than P. R. China, holding a valid passport. Abide by the laws and regulations of the People's Republic of China and the rules and regulations of Huazhong University of Science and Technology; Respect the customs and habits of the Chinese people;

- be a bachelor's degree holder under the age of 40; at least two years working experience in a relative field;

- Chief Governors, senior management of enterprise, senior researchers from academic institutions, academic staff of universities and other related field;

- Good command of English; TOEFL, GRE, IELTS or other official recognized test holders are preferred. For the applicant, whose native language is English or with full English taught college education, English test scores are not required.

- All applicants shall be in good physical conditions and carry no infectious diseases which may have a serious impact on public health or fall into any of the health situations prohibited by China’s Entry-Exit Inspection and Quarantine Laws and Regulations.

Before submitting your Application Documents to ECCO of the Chinese Embassy, please go through the following two steps:

Step 1: HUST Admission application

1. Login Online Application: http://admission.hust.edu.cn/member/login.do

2. Register and apply online.

3. Upload all the required documents and submit your Application. 

Note: Please create your own account and pin number, then log into your account to fill in the required information. Always follow the Registration Guide on the right-top of the website and complete your online application. The uploaded document should not exceed 1.5M. Please make sure the uploaded documents are clear and accurate.

For the item “funding sources”: please fill in Chinese Government Scholarship

Step 2: Application to Chinese Government Scholarship

Please visit the online application system of Chinese Scholarship Council at http://laihua.csc.edu.cn, and register for an account. Select the program Chinese Government Scholarship, fill in all the required information, and an application form will come into being. Print out the form, put on a hand-written name and date, and then post a photo on it. To complete the form successfully, please note the following information:

Submission

1. Submit all the application materials in both hard copy and scanned copy to the Economic and Commercial Counsellor’s Office of Chinese Embassy. 2. Submit a written request to the Economic and Commercial Counsellor’s Office of Chinese Embassy for an official recommendation letter and clearly state:

whether the applicant is willing to be considered for a similar program at other universities if the programs at HUST are already full.

Reminders

1. All the documents to be submitted should be in Chinese or English. Otherwise, a notarized copy in Chinese or English is required.

2. An original copy of degrees, transcripts and language certificates must be presented for on-site verification.

3. Applicants will get back all the hard-copy materials, both original copies and photocopies from the Economic and Commercial Counsellor’s Office. If admitted, they must take the documents to China and submit them to the applied university during their registration in early September.  

4. None of the materials submitted to HUST will be returned.

5. No spouse or children accompany is allowed during the study period. No coverage on the travel expense for family visiting.

6. No explanation on the section result.
